Try contacting your local housing authority. They may have a program structured for a no-down-payment or a low-down-payment loan. If you qualify for the loan program, you'll be able to start shopping for your new home.

Depending on your state's home values, you can negotiate that the seller pay the closing costs for you in return for a higher offer price. The keys to this are that A: the home MUST appraise at your offer price and B:your lender has to allow up to 6% seller contribution or the transaction is dead.
