The City of Warren, Pennsylvania is situated on the Allegheny River in the northwest section of the state. The county seat, Warren is home to more than 10,000 residents and is the center of the county's business, tourist, and recreational endeavors.

The City contains 21 parks with 180 acres and is the gateway to the Allegheny National Forest. As the county seat and the industrial and commercial center of the County, Warren effectively serves a population of approximately 25,000. A diversified economic base, containing 106 manufacturers, employing 6,900 people, has provided the City with financial stability and growth.

Supported in the 19th and 20th centuries by timber and oil industries, Warren's distinctive architecture encompasses 25 different styles and includes one the largest and most unique collections of historic properties in the state. The Warren Historic District is comprised of twenty-eight blocks in the heart of the City and features over 600 historic structures.
