Racist comments and actions are said to have fuelled the latest charges laid against an Ohio mobile home park manager by the U.S. Department of Housing and Urban Development (HUD).
The owners, operators and a resident manager of Urbana Estates have been charged with fair housing violations after the managers of the park allegedly told other residents that they did not want any African-American tenants living there.
The problems allegedly started in April 2002 when Randy and Mary Daniels were appointed as the property’s managers. Randy Daniels was allegedly often heard uttering racial slurs and making inappropriate comments about African Americans.
Shortly being appointed manager Randy Daniels passed away and his son Robin Daniels took over as the person in charge of the park in June 2002. Robin is said to have continued on exactly where his father left off allegedly discriminating against African American residents.
On one occasion an African American resident named Lloyd Stewart called Robin Daniel’s office to report what Stewart considered to be trespassing by the management on his property. In response Daniels telephoned the police and told them that Stewart was harassing him. Daniels went as far as to file a telephone harassment charge against Stewart but the case was thrown out when it reached Champaign County Municipal Court.
HUD found that when white residents of the park made complaints to Daniels similar to those made by Stewart the complaints were merely quietly documented.
The owners, operators and managers of Urbana Estates Mobile Home Park are scheduled to appear in court on January 11, 2005 and if convicted of housing discrimination they could be fined up to $11,000.
